KINGMAN, Ariz. — The Mohave County Attorney’s Office has determined that the fatal shooting of shotgun-wielding woman by a Kingman police officer two months ago was justified.

The county Sheriff’s Office investigated the Aug. 29 shooting and forwarded the results to the Attorney’s Office for review.

Kingman police release the investigation’s conclusion that cleared Officer Evan Hopper on Wednesday.

Authorities say 35-year-old Paula Dell Phillips of Kingman had been taking painkillers and methamphetamine and drinking alcohol that night before calling 911 to report a vehicle like hers contained shotguns and assault rifles.

Police say Hopper found the car parked in the middle of a road and fatally shot Phillips after she turned toward him with the shotgun and ignored commands from the officer.

An autopsy showed Phillips’ blood-alcohol level was .198 percent.
