WILMINGTON, Del. — Authorities say a Delaware man with a lengthy arrest record has been charged in a shooting that left a 6-year-old boy in critical condition.

Officials said Friday that 41-year-old Chelsea Outlaw was taken into custody Thursday afternoon by federal and local police officers.

Outlaw has been charged with two counts of attempted murder, three counts of reckless endangerment, assault, two counts of possession of a firearm by a person prohibited, and five counts of possession of a firearm during the commission of a felony.

Outlaw was being held Friday under $2 million cash bond. It was not immediately clear whether he has an attorney.

Jashown Banner, who was shot Tuesday while sitting in a vehicle in Wilmington, Delaware’s largest city, remains in critical condition at A.I. duPont Hospital for Children.
