UTICA, N.Y. — Heavy rains have caused flash flooding and power outages in central New York.

Mayor Robert M. Palmieri of Utica declared a state of emergency Saturday. He said several roads are impassable.

Oneida and Madison counties issued travel advisories urging residents to avoid unnecessary travel and to watch for road closures.

National Grid reported that several thousand customers in Onondaga and Madison counties lost power during the storm.

The utility said power should be restored Saturday night.
