The incident that led to the arrest of Brown and two women in the Buick Century he was driving began at about 10:38 a.m. when Jennings County Sheriff’s Department Officer Cody Low tried to conduct a traffic stop for a speeding violation at Base Road and County Road 450N, according to a news release from the sheriff’s department.

The driver, later identified as Brown, fled at a high rate of speed from Low and continued northbound on Base Road for several miles before crashing in the 6700 block of North Base Road, police said.

After the crash, the driver fled on foot, police said.

Low reported he gave verbal commands to the man to stop or he would release his K-9, Axel.

After the man continued to flee, Low released Axel, and he and the dog pursued Brown on foot before catching him in the middle of Sand Creek River.

Brown was transported by Rescue 20 to St. Vincent Jennings Hospital in North Vernon for injuries sustained from the K-9 apprehension. He later was released.

The two women in the vehicle, Kimberly A. Garrett, 36, of North Vernon and Heather M. Roberts, 36, of Commiskey, were arrested. Each face a Class A misdemeanor charge of visiting/maintaining a common nuisance, and both were booked into the Jennings County Jail on $605 bonds.

Police also were able to determine the vehicle had been reported stolen from North Vernon and that Brown also was wanted on a Jennings County warrant for failure to appear for an initial hearing on charges of possession of methamphetamine, possession of marijuana/hashish and possession of paraphernalia. He also is being held on a Jackson County warrant for auto theft.
