16-lot Cloverleaf Estates receives city approval

A local developer is planning to build a new 16-lot subdivision just outside Seymour city limits.

Steve Grant with Over the Top Properties LLC recently received approval from the Seymour Plan Commission for a primary plat of Cloverleaf Estates at North County Road 1040E and East County Road 400N, also known as 4000 S. Cloverleaf Drive.

The property is zoned R-S for residential-suburban development.

Commissioners approved the plat with a 10-0 vote, including new member Angie Klakamp, who was appointed by Mayor Matt Nicholson to take Danny Sloan’s position on the board. Sloan resigned due to illness. Absent from the meeting was member Jeri Wells.

No one from the public spoke in favor of or against the development.

The planned subdivision is in the 2-mile fringe outside city limits and will not be connected to the city’s sewer system due to cost, Grant said.

“It was too much for us to make any money out of it,” he said of the expense of running a sewer line to the property.

Instead, each lot will have its own septic system, plans for which have been approved by the Jackson County Health Department, said Jeremy Gray, Seymour’s building commissioner.

City engineer Bernie Hauersperger, also a plan commission member, said the city recently activated a gravity sewer line on County Road 400N, some 2,000 feet away from the future development.

“I think the city would be interested in helping you in the easement process if you needed to get to our sewer,” Hauersperger said.

The county will be responsible for the roads and drainage, which the Jackson County Commissioners approved last Tuesday.

Cloverleaf Estates will consist of two cul-de-sacs, Shamrock Court and Emerald Court with eight lots each, all of which are just more than an acre in size.

Grant said he has people who want to buy bigger lots lined up and just needs the city’s approval to move forward. He estimates homes will start around $150,000.
