How were homes approved on west side?

To the Editor:

I in no way disagree with Joseph M. Robertson's suggestion of building a levee on the west side of Seymour (Page 4A, Thursday). My problem is that this is like shutting the barn door after the horse gets out.

I have lived in Jackson County all my life and have seen the river flood the west side of Seymour the whole time. I don't know if I am the only one who has wondered this, but is Coventry, Bell Ford, Crestview and other subdivisions on the west side in designated flood plains? If so, how in the world did builders get permits to build homes in an area that is prone to flooding?
