Businesses and other nonresidential properties in Seymour will pay 70 percent of an estimated $1.3 million in annual fees collected by a new stormwater utility.

Officials say creating the utility is the fairest way to pay for repairs and regular maintenance to the existing stormwater sewer system and pay for projects to mitigate flooding issues around Seymour.

They also say it’s a pre-emptive strike before federal regulators step in and require the move.
