For generations, PTAs and other school groups have conducted bake sales to raise money for programs and events not covered by taxpayer dollars.
While the baked goods themselves have been replaced by other items, including mattresses, the fundraising efforts have continued. In fact, they are on the rise.
Now, in the wake of a struggling economy and property tax caps, the need for fundraising by government units has expanded.
