Health care insurance has been a luxury that small-business owner Gail Speer has done without the past four years.

The rural Seymour resident was excited about buying coverage through the Affordable Care Act for herself and her 19-year-old daughter, a college student.

Her excitement turned to uncertainty if not frustration when she recently signed up through the federal website known as the Health Insurance Marketplace or healthcare.gov
