On the rise: No clear factor cited for changes in crime rates

Nikki Allman said her sister, Tabitha Brock, was the type of person many would think nothing bad could ever come her way.

The night of May 11, 2012, destroyed that illusion.

That’s the night 23-year-old Brock was struck in the neck and killed by Gerald Eugene Combs during a dispute at the duplex where they lived in Seymour.
